Yes. I share your possition . I know what do you mean when speaking about "La Terreur et la Vertu". And I've read something similar about "Saint-Just" ou la Force des Choses",so I guess that the first movie must be better than the second one, but I must just watch it in order to decide it. ;D
One thing is sure: both, Robespierre and Saint-Just (as all the other characters on the movie) WERE complex persons. However, I 'm one of these who idealizes them both. I think that these two movies could be a great answer to so many movies and plays in which Maxime and Antoine are creepy, evil creatures without anything of human nature on them.

P.S: I just like a lot how Vadier is depicted in "la Terreur et la Vertu". It was one of the characters who made me laugh aloud in some parts of the movie. O.K...I know how much harm he did to my beloved Robespierrist, but for a movie, he is an hilarious character, tough.
